limited experience, which present difficulties as increasing
urbanisation places demands on a very small workforce.
Sylhet will be the beneficiary partner,
and will be responsible for implementing the project activities
in conjunction with the appointed partnership officer in
Sylhet, advised by s new Partnership Board for all urban

Municipality of Horsens
A Danish local
Authority serving 56,000 inhabitants with a range of public
services in a successful, attractive and dynamic City with
an active Trade and Industry Council increasing International
business, and a track record in International networking
on experience exchange particularly in the Urban Health
arena.
Horsens, together with its in-house health agency, Health
International, has been working in Bangladesh for a number
of years in health promotion work, and has an office base
there. This experience will provide our partnership with
the relevant skills base for work in the field, and to develop
partnership office in Sylhet for this project. In addition,
the established links that Health International has with
the various agencies and NGO's in Bangladesh (and in other
parts of Asia) will allow this project to build on these
links and develop the capacity building work of this project.

The London
Borough of Tower Hamlets (LBTH)
An English Local Authority of 50 elected Councillors and
approximately 12,000 staff providing Education, Social Services,
Housing Management, Town Planning and a range of other services
to 172,000 people living in East London. Responsibility
for establishing successful private/public/ community partnerships
to secure funds for and deliver multi million pound regeneration
projects to some of the most deprived communities in the
country.
As the lead Partner, LBTH is responsible
for the overall co-ordination of the project. LBTH has a
proven track record of delivering high quality multi -million
pound regeneration programmes of the European Commission

Sylhet City Corporation
Focusing on the town of Sylhet in Bangladesh, the City Corporation
covers 13 electoral wards with 23 Commissioners, a structure
for 161 staff and a population of at least 500,000.
